Several school districts and charter schools in California were fined for violating state guidelines on average class size and/or staffing ratios in transitional kindergarten. The state has implemented legislation placing requirements on transitional kindergarten and adding fiscal penalties for noncompliance with its universal pre-kindergarten initiative.
